Cotton wool can be composted as long as it is actually cotton wool and not a blend of synthetic fibres.
It's also best to avoid large quantities of cotton wool (like everything, keep your compost bin reasonably balanced) or cotton wool that has come into contact with a large amount of chemicals such as cosmetics or disinfectants.
