Consider moving meat and fish to the "maybe" category. Buried, or added to a closed bin and covered with a layer of grass clippings or straw, meat and fish compost fine and neither smell nor attract vermin. I've been doing this for years in a closed Earthsaver bin with absolutely no problems beyond the occasional smell if I have been lazy about the burying part. It is perfectly safe. You just pick the bones out of the finished compost. As an added benefit, the bones can be dried and crushed for homemade bonemeal.
