Maybe.
On the face of it, this sounds like a no-brainer but too much soil or earth added to a compost heap can cut down the airflow: it tends to be dense and gets into the little gaps that the compost heap needs to keep oxygenated.
So, while you can add it, care should be taken not to overload the heap with too much soil.
