Cotton buds?
Maybe.
Cotton buds made from pure cotton wool (not synthetic fibres) and with cardboard/paper stems can be composted as long as they've not come into contact with too many nasty chemicals.
Other cotton buds should be thrown in the bin rather than flushed down the toilet.
